As any rational human being knows, kids, and toddlers in particular, do and say the most inappropriate things at the most inappropriate times.
That's how they learn and that's how they teach us.
'Out of the mouth's of babes and sucklings' is one of the most poignant sayings attributed to a Middle Eastern teacher who went by the name of Jesus two thousand years ago, and it is still as relevant now.
Young children, grasping for information and trying to formulate a reality in their developing minds and brains, challenge our mule-like adult opinions, formulated by years of personal disappointment, our immediate environment's cultural, religious and social bias and the Geo-political manipulations of whoever was in power at the time.
We, the people do not need another mandate to the masses by another 12 million pound quango to inform us that toddlers will upset social and cultural norms,we know that, that is their purpose.
